The Uttar Pradesh government has implemented a special crowd management plan called 'Operation Eleven' for the 'Amrit Snan' on Basant Panchami at Maha Kumbh. The heightened measures are in place following a stampede on Mauni Amavasya that claimed at least 30 lives.
