The GST Council on Saturday postponed a decision on cutting tax rate on life and health insurance premiums, officials said. The 55th meeting of the GST Council, chaired by Union Finance Minister Nirmala Sitharaman and comprising state counterparts, decided that some more technicalities needed to be ironed out and tasked the GoM for further deliberations.

In the run-up to the assembly elections in Delhi, AAP supremo Arvind Kejriwal announced an Ambedkar scholarship for free foreign education of the city's Dalit students. The scholarship is a response to the BJP's "insult" of Ambedkar, Kejriwal said. Union Home Minister Amit Shah "insulted and made fun of Babasaheb Dr Ambedkar in Parliament. Crores of people who love Ambedkar were deeply pained," the former Delhi chief minister said. Kejriwal added that the scholarship is a response to the insult meted out by the BJP to the chief architect of the Indian Constitution. Under the scheme, any Dalit student from Delhi will be able to receive education in foreign universities. If they get admission in any such university, the Delhi government will bear the entire cost of their education, travel and accommodation. Children of government employees will also be eligible for the scheme.

Term life insurance policies, and senior citizens' health insurance premium are likely to be exempted from GST as most members of a state ministerial panel favoured cutting taxes to benefit the common man, an official said on Saturday. The GoM to decide on GST on health and life insurance premiums in its meeting on Saturday decided to exempt GST on premiums paid by individuals, other than senior citizens, for health insurance with coverage of up to Rs 5 lakh. However, 18 per cent GST will continue to be levied for health insurance cover of over Rs 5 lakh.

Industry experts believe that health insurance companies are unlikely to experience business cannibalisation due to the central government's decision to extend health coverage to people aged 70 and above, regardless of their income level, under the Ayushman Bharat scheme. On Wednesday, the Union Cabinet expanded the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) to include all senior citizens aged 70 and older. This move is expected to benefit nearly 45 million families, comprising 60 million senior citizens, by providing Rs 5 lakh in free health insurance coverage per family.

The GST Council, in its meeting on Saturday, is likely to decide on reducing tax rates on life and health insurance premiums, while hiking it on high-end wrist watches, shoes and apparels, besides considering a separate 35 per cent tax slab for sin goods. The 55th meeting of the GST Council, chaired by Union Finance Minister Nirmala Sitharaman and comprising state counterparts, is likely to discuss rate rejig in about 148 items, besides, it will also deliberate on bringing Aviation Turbine Fuel (ATF), a major component for airline industry's operation cost, in the Goods and Services Tax (GST) fold.

Delhi Lieutenant Governor VK Saxena expressed concern over AAP supremo Arvind Kejriwal labelling Atishi a "temporary chief minister" and called it a "flagrant disregard for the democratic spirit and values enshrined in the Constitution".
