Telecom Secretary Siddartha Behura is learnt to have made a request to the Prime Minister's Office to convene a meeting that will include PMO, DoT, telecom regulator TRAI and finance secretary to resolve the controversy over spectrum allocation and pricing. He said the department is in dialogue with the ministry of finance regarding certain issues relating to guidelines for auction of 3G spectrum and pricing of 2G spectrum.

The Department for Promotion of Industry and Internal Trade (DPIIT) has proposed to raise the minimum local content under public procurement order in government contracts. But several local suppliers and multinational companies (MNCs) are saying such a steep target is not attainable. Class-I suppliers, whose goods, services or works offered for procurement has local content equal to or more than 50 per cent may see it hiked to 70 per cent, while it may go up to 50 per cent from 20 per cent for Class-II suppliers.

In a detailed reply to a missive from the Prime Minister's Office, the DoT has said its recent move to allow use of dual-technology to mobile operators is based on existing policies. According to government sources, the DoT reply, has also rejected the contention of private GSM operators that the department has shown undue favour to any particular company. It also pointed out that its moves are aimed at introducing more competition and fair play in the mobile services market.

The Central Equipment Identity Register (CEIR) of the department of telecommunications (DoT) has traced 285,000 lost or stolen mobile phones and blocked 680,000 devices since being launched. However, recoveries remain relatively low at 20,771 devices. According to government estimates, around 50,000 mobile phones are stolen every month in the country. Launched nationwide on May 16, the CEIR is a part of the DoT's Sanchar Saathi portal. It is the primary government platform aimed at protecting mobile phone users from various frauds such as identity theft, forged KYC, theft of mobile devices and banking frauds.

The next spectrum auction will be held in late February 2024 and the reserve price for most bands will remain the same as the 2022 auction, department of telecommunications (DoT) officials have said. The government expects operators to go for low bands beginning in 600 megahertz (MHz), licences for many of which are lapsing soon. Back in September 2021, the government had decided that spectrum auctions should be held annually.

The Ministry of Information and Broadcasting (I&B ministry) may launch its review of the government's plan to potentially reserve the crucial C-band of radio frequencies for 5G and 6G telecommunication (telecom) use, said officials. While the incumbent broadcasting operators have warned that the plan will leave "precious little spectrum" for broadcasting services, telecom service providers (TSPs) have pressed hard for getting access to the C-band. In multiple letters to the I&B ministry over the past month, the News Broadcasters & Digital Association (NBDA) has said the industry would be left with precious little spectrum for broadcasting services if the Department of Telecommunications (DoT) further allocates the scant C-band for 5G.
