The government which has the support of two other Independents is now two short of the majority mark in the 90-member House which has a current strength of 88.
The three MLAs -- Sombir Sangwan, Randhir Gollen and Dharampal Gonder -- also said that they have decided to extend support to the Congress during the elections.
"Fresh elections to the assembly should be held to enable people to elect a popular government in the state in accordance with law," the memorandum to the Haryana governor read.
The Congress sought the imposition of President's Rule followed by fresh polls in Haryana.
The five Independent legislators -- Dharampal Gondan, Nayanpal Rawat, Sombir Sangwan, Rakesh Daulatabad and Randheer Golan -- met Nadda and extended their support to the saffron party, BJP leader Jawahar Yadav said.
A day earlier while extending his support to the farmers gathered at Delhi's borders protesting the Centre's new farm laws, Sangwan had tendered his resignation as chairman of the Haryana Livestock Development Board.
