An injured eight-year-old boy was killed along with his mother and another relative when an ambulance with the three on board was waylaid by a mob and set ablaze in Manipur's West Imphal district, officials said.
The death toll from clashes a day before rose to five on Monday as three more people, who were undergoing treatment in hospitals, succumbed to their injuries, they said.
A circular issued on Monday night by GAD Secretary Michael Achom said: "In pursuance of the meeting chaired by the Chief Minister on June 12 and decision taken at para 5-(12) of the proceedings, all employees drawing their salaries from General Administration Department, Manipur Secretariat are informed that no work, no pay may be invoked to all those employees who do not attend their official duty without authorised leave."
The NIA and CBI officials working in Imphal in an ethnically charged environment have been facing the daunting task of completing investigations in various cases, including those related to attacks on Army personnel in 2015, the probe agencies said.
This is the fourth incident since the commencement of the conflict in Manipur wherein soldiers while on leave, on duty or their relatives have been targeted for nefarious interests by inimical elements.
'It is difficult to replace him because if he is replaced, it will lead to a sense of defeat among the Meiteis, rightly or wrongly, and more chaos.'
"Dialogue is the only solution to the ongoing crisis in Manipur," Shah said.
'Who is the aggressor and who is the victim is not clear, each blames the other.'
The top court also took note of the submissions about objectionable public utterances by some groups and individuals.
The SC said at most it can give directions to the authorities to make the situation better and for that it needs assistance of different groups and positive suggestions.
'You can still hear gunshots, and this time even children know they are not normal.'
'As soon as the violence broke out, they should have stepped in and sent a message that the state is there to stop this violence.' 'Had they done it right there, the situation would not have gone out of control.'
The agency filed the charge sheets in the interconnected cases before a designated special court in Kamrup, giving a sequence of events before they went missing.
Following the violence, the authorities clamped curfew for 24 hours in the area and reduced the curfew relaxation hours in several other districts.
More than 160 people have been killed and several hundreds injured in clashes between Meiteis and Kukis in Manipur since May 3.
The move comes after the Manipur high court had directed the state government to operationalise mobile towers, on a trial basis, in all those district headquarters which have not been affected by the ethnic clashes.
