United States Federal Judge Robert Sweet in New York ruled that the Indian National Congress has been 'properly served' with summons in the November 1984 anti-Sikh riots as per the Hague Service Convention.
The Delhi high court called the anti-Sikh riots case "communal frenzy" after the then prime minister Indira Gandhi was assassinated by her bodyguards.
Senior advocate Vikas Singh, representing Kumar, said that his client be granted bail as if something happens to him in jail then his life imprisonment would become death penalty for him.
A Delhi court acquitted the Congress leader for lack of evidence.

The Delhi high court on wednesday asked the Central Bureau of Investigation to reply to Congress leader Sajjan Kumar's petition against a trial court's order which had dismissed his plea to let him use a 1984 anti-Sikh riots victim's statements to the judicial commissions in past to defend himself.
The Delhi high court on Wednesday referred to Delhi Legal Services Authority the Public Interest Litigation seeking a direction to provide protection to the witnesses in 1984 anti-Sikh riot cases involving senior Congress leader Sajjan Kumar.
This was done on the recommendation of the Nanavati Commission.
The Election Commission pulled up the Home Ministry on Friday over news that it had announced fresh compensation for 1984 riot victims, questioning why it had not denied the media reports if no decision had been taken in this regard as claimed by the government.

The court also imposed a fine of Rs 21,000 each on Lal Bahadur, Ram Lal, Virender and Surinder Pal Singh after holding them guilty of rioting, murder and conspiracy.
Of the 650 cases registered in connection with anti-Sikh riots in Delhi, 267 were closed as untraced by the Delhi Police.

A United States judge has reserved ruling on a lawsuit filed in New York by a Sikh rights group against the Congress party in the anti-Sikh riots after hearing arguments by it that the case should be dismissed since the incidents of 1984 are India's internal matters.
