DoT is even considering measures to urge private telecom operators to bring down their dependence on Chinese-made telecom equipment.
In the review meeting, Singh told the top military brass to continue to deal with the situation in eastern Ladakh and other areas with "firmness".
The talks came a day after the two armies began a limited disengagement in a few areas in Galwan Valley and Hot Spring in a demonstration of their intent to end the row peacefully.
They said the Chinese troops came to the Indian side of the border in the garb of nomads and pitched the tents.
"The meeting thus did not result in resolution of the remaining areas," the Army said in a statement.
The capture of the Chinese soldier comes in the midst of an eight-month-long bitter border standoff between the two armies in eastern Ladakh.
The work on a link-road in Demchok in South-eastern Ladakh region has been stopped after objections were raised by the Chinese Army, barely months after repeated incursions by it in that area.
'We have to up our vigil everywhere, all along the LAC -- winter, summer or spring.'
'India has to prepare for future warfare where kinetic use of force at the border will be limited. War will take place in the realms beyond the border.'
The sources said the soldier was handed back to China at the Chushul-Moldo border point in eastern Ladakh at 10.10 am.
Singh also assured the opposition that the central government will not keep Parliament or anyone in the dark about developments on the border and will share details at an appropriate time.
'Once positions are hardened and troops start building defences, it is difficult for soldiers to step back.'
This is the first such incident along the border with China that Indian armed forces personnel have been killed after a gap of nearly 45 years.
"I am not aware of the information you provided," Chinese foreign ministry spokesman Zhao Lijian said in Beijing when asked about the reports of the Indian casualties at the contested borders. "Our border troops had a high-level meeting and reached important consensus on easing the border situation but astonishingly, on June 15, the Indian troops seriously violated our consensus and twice crossed the border line for illegal activities and provoked and attacked Chinese personnel which led to serious physical conflict between the two sides and China has lodged strong protest and representation with the Indian side," Zhao said.
The main focus will be on the situation in eastern Ladakh where Indian and Chinese troops are locked in an eyeball-to-eyeball face-off in sensitive areas like Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie
With the two armies again in a face-off at multiple points, there is apprehension of renewed clashes.
India and China on Monday admitted to intrusion by Chinese herdsmen into Ladakh last week but both the sides sought to play it down saying the issue was resolved amicably through a flag meeting.
Out of 18, four personnel were critically injured but they are responding to treatment and are stable now, people familiar with the matter said.

In separate statements, the Chinese foreign and the defence ministries, however, repeated Beijing's stand that India was responsible for the June 15 violent face-off in eastern Ladakh. Defence Ministry Spokesman Col Wu Qian said the two defence ministers are negotiating on the phone.
The last time the Chinese military had taken Indian soldiers captive was in July 1962 after a clash in Galwan Valley.
Indian military sources said no firearms were used in the clashes and that most of the injuries were sustained following stone-pelting and use of rods by the Chinese side.
The Indian Army has shown it can face down the PLA, but is too often held back by a political leadership that lacks boldness, asserts Ajai Shukla.
Sources said the incident took place around July 25.

The last conversation between the two leaders was on April 4 on the issue of hydroxychloroquine.

Chinese army on Wednesday reportedly made a fresh incursion in Chumar area and refused to return even as a flag-meeting between the two sides is believed to have made no headway in breaking the deadlock.
Chinese military has also deployed a sizeable number of its troops in Galwan Valley, the site of the violent clashes on June 15 that left 20 Indian soldiers dead.
China said that after this incident both sides are in communication and coordination on the matter through diplomatic and military channels.
China and India have agreed to work to maintain peace along the Line of Actual Control and resolve the border standoff through talks while implementing the consensus reached between the two countries' leadership that 'differences' do not escalate into 'disputes', a top Chinese official said.
Defence Minister Rajnath Singh on Saturday asserted that the government will not allow India's pride to be hurt under any circumstances even as he said bilateral talks were on at military and diplomatic levels to resolve the row.
