Authorities in New Delhi intensified security arrangements on Tuesday to stop the farmers' march from entering Delhi as the Singhu and Tikri borders were shut while the Red Fort complex was closed temporarily after peasants on their way to the national capital clashed with the police at the Shambhu border between Haryana and Punjab.
Khattar talked about "tit for tat" during a meeting of the BJP's Kisan Morcha in Chandigarh when he told the gathering to form groups of 500 to 1,000 and be prepared to even go to jail.
Police on Friday used tear gas to disperse Haryana farmers heading towards Khanauri on Punjab's border with the state where farmers, mostly from Punjab, have been camping since last week after their 'Delhi Chalo' march was halted by security forces.

The Centre has estimated that nearly 14,000 people have gathered along the Punjab-Haryana border with 1,200 tractor-trolleys, 300 cars, 10 mini-buses as well as small vehicles and conveyed its strong objections to the Punjab government for it, sources said on Tuesday.
These "kisan mahapanchayat" are scheduled to be held in Haryana's Karnal, Rohtak, Sirsa and Hisar districts, and Maharashtra's Akola and Rajasthan's Sikar, he said.

"The killing of two BJP workers in Lakhimpur Kheri after a convoy of cars mowed down four farmers is a reaction to an action. I do not consider those involved in the killings as culprits," Tikait said in reply to a question asked during a press conference in New Delhi.
"We are strengthening our communication and other infrastructure to continue the agitation for a long period," said Deep Khatri associated with managing logistics at the Singhu Border protest site.
Another farmer leader and SKM member said the agitation is likely to be called off on Wednesday as there have been some positive responses from the government side on the farmers' demands.
The 'kisan mahapanchayat' will be held to press for a legal guarantee on the minimum support price, the SKM, an umbrella body of farmers' union, had said last month.

"Now it is necessary to investigate whether there is a lapse in the security or the anger of the farmers!" Tikait tweeted in Hindi on Wednesday.
