According to a senior ATS official, the man identified as Rizwan Khan was arrested from his residence at Kalyan in Thane district on Friday night.
The accused, Mohammed Hanif, was brought to the city and produced before a court which sent him to police custody till August 20, a senior police official said.
The suspect has been identified as 24-year-old Shahid Khan.
They have been booked under Unlawful Activities (Prevention) Act and Indian Penal Code Section 120-B (criminal conspiracy), he said.
