President to be elected by 141 murder, 6 rape accused

The next President of India will be chosen by the electoral college which includes 141 murder accused, six alleged rapists and 90 members charged with kidnapping, reports Vicky Nanjappa.

The National Election Watch analysed the affidavits of 772 out of 776 Members of Parliament and 4,063 out of 4120 Members of Legislative Assembly (a total of 4,835 out of 4,896) submitted to the Election Commission of India.

Elected members of the state legislative assemblies and both houses of Parliament constitute the electoral college, which will vote in the election to pick the next President.

As per the Election Commission of India, a total of 10,98,882 votes can be cast in the Presidential elections.
Based on the 4,835 MPs/MLAs voters analysed, the NEW & Association for Democratic Reforms has accounted for 10,89,287 votes out the total 1,09,882 votes.

31 per cent of MPs/MLAs have declared criminal cases

Out of the 4,835 MPs/MLAs analysed, 1,448 members or 31 per cent have declared criminal cases against them in a self-sworn affidavit filed with the ECI before their most recent election.

Out of these, 1,448 voters who have declared criminal cases, 641 MPs/MLAs have declared serious criminal cases like rape, murder, attempt to murder, kidnapping, robbery, extortion against them.

There are six MPs/MLAs who have declared rape charges in their self-sworn affidavits submitted to the ECI at the time of filing their nomination. Also, there are 141 MPs/MLAs who have declared murder charges, 352 have declared attempt to murder charges, 145 have declared theft charges, 90 have declared kidnapping charges and 75 have declared dacoity charges.

Tainted votes:

Based on the number of votes that these tainted MPs/MLAs are entitled to cast, a total of (31 per cent) or 3,35,089 votes out of 10,89,287 analysed are of MPs/MLAs who have declared criminal cases against themselves on self-sworn affidavits submitted to the ECI at the time of filing their nomination papers for elections.

Jharkhand has the highest percentage of tainted votes

Among state assemblies, based on the number of tainted MLAs, the maximum number of tainted votes are from Uttar Pradesh which has 39,312 out of 83,824 votes analysed (189 out of 403 MLAs) who have declared criminal cases at the time of submission of their self-sworn affidavits to the ECI, followed by Maharashtra with 25,550 out of 50,225 votes analysed (146 out of 287 MLAs) and Bihar with 24,047 out of 41,693 votes analysed (139 out of 241 MLAs) who have declared criminal cases.

In terms of percentage of tainted votes, among state assemblies, Jharkhand has the highest percentage of tainted votes with 74 per cent or 10,560 out of 14,256 votes (60 out 81 MLAs analysed) followed by Bihar with 58 per cent or 24,047 out of 41,693 votes (139 out of 241 MLAs analysed) and Maharashtra with 51 per cent or 25,550 out of 50,225 votes (146 out of 287 analysed).

Votes of MPs/MLAs based on financial details

A total of 2,322 out of 4,835 MPs/MLAs analysed ie. 48 per cent are crorepatis as per their self-sworn affidavits submitted to the ECI at the time of nomination for contesting elections.

Crorepati votes

Based on the number of votes these crorepati MPs/MLAs are entitled to cast, a total of 54 per cent or 5,85,918 out of 10,89,287 votes analysed.

Amongst state assemblies, Uttar Pradesh has the maximum number of crorepati votes with 56,368 out of 83,824 votes analysed, followed by Maharashtra with 34,650 out of 50,225 votes analysed and Andhra Pradesh with 25,308 out of 42,772.

In terms of percentage, among state assemblies, Goa has the highest percentage of crorepati voters with 92 per cent or (37 out of 40 MLAs analysed) followed by Punjab with 86 per cent (101 out of 117 MLAs analysed) and Haryana with 72 per cent (65 out of 90 MLAs analysed).

Only 9 per cent women entitled to vote on Prez poll

As per the data from ECI, out of the total 4,896 MPs/MLAs who are entitled to vote in the upcoming Presidential elections, only 418 or 9 per cent are women.

Based on the number of votes the MPs/MLAs are entitled to vote, the total number of women votes is 10 per cent or 1,13,145 out of 1098882 votes.

Among MPs, Lok Sabha has 11 per cent or 41,772 votes out of 3,84,444 from 59 women MPs and Rajya Sabha has 10 per cent or 16,284 out of 1,64,964 from 23 women MPs.

Among state assemblies, West Bengal has the maximum amount of women votes with 12,231 votes out of 44,394 (34 out of 294 MLAs), followed by Uttar Pradesh with 6,656 votes out of 83,824 (32 out of 403 MLAs) and Bihar with 5,882 votes out of 42,039 (34 out of 243 MLAs).

In terms of percentage, among state assemblies, the highest percentage of women votes is from Bihar with 14 per cent (34 out of 243 MLAs), followed by Rajasthan with 14 per cent (28 out of 200 MLAs) women votes and West Bengal with 12 per cent (34 out of 294 MLAs).
