The names of all the 3.30 crore applicants as per draft NRC and supplementary list of inclusions and exclusions (final NRC) have been published.
It also directed the Centre to formulate standard operating procedure (SOP) to deal with claims and objections.
The draft published on July 30, 2018 included the names of 2.9 crore people out of total applications of 3.29 crore.
NRC State Coordinator Prateek Hajela said those people whose names have been excluded in the first list need not worry.
Complaints against Prateek Hajela on such issues were raised earlier by others also.
Chief Minister Sarbananda Sonowal said the "historic day will remain etched in their memories forever".
A total of 3,30,27,661 people had applied to be included in the NRC. Of them, 3,11,21,004 have been included in the document and 19,06,657 excluded.
The govt asserted the Centre has no role in the preparation of the draft list.
The government will provide legal support to the excluded people, said Assam Parliamentary Affairs Minister Chandra Mohan Patowary.
The draft NRC was published on July 30 and included the names of 2.9 crore people out of the total 3.29 crore applications. There has been a huge controversy over the exclusion of 40 lakh people from the draft NRC.
On compilation of six crucial documents, it was found that around two lakh of them from one crore were forged.
As of now, just about 10 lakh people, out of the total 40 lakh, who were excluded in the draft of the NRC have submitted applications for inclusion of their names in the list of Assam's citizens.
Besides, less than 200 applications have been received by the authorities challenging the inclusion of the names of suspected illegal immigrants in the NRC, a list of Assam's residents, two months after a window was opened for claims and objections.

The Trinamool Congress sought complete withdrawal of the NRC, alleging that Indian citizens have also been left out of the final draft.
