Divestment Minister Arun Shourie said on Tuesday that administrative delays were affecting the growth of exports in the country.

Asked whether the country would be able to attain a growth of 12 per cent in exports, Shourie said: "Targets are not important."

"What is more relevant is that whether the country is taking steps to meet targets," he quipped.

In this regard, the minister said that although the creation of special economic zones were allowed long time back, state governments were yet to acquire land for this purpose, he added.

Shourie said that the rise in exports would also depend on the extent of recovery of the world markets.
