Tata group's telecom company TTSL on Monday charged BSNL with delaying the signing of agreement for interconnection under the unified access service license and expressed surprise at the latter's move to deny it points of interconnect for operating its services in the country.

"TSSL after migrating to UASL regime has been continuously following up with BSNL headquarters for the execution of such revised agreements, however, it has not given any time to TTSL officials to discuss and finalise the revised agreements.

"It is surprising that now BSNL plans not to provide further PoI's, citing absence of interconnection agreement under UASL, which we have been continuously requesting up for over a year now," a TTSL statement said.

The comments come within days of Bharat Sanchar Nigam Ltd deciding not to provide interconnection to TTSL till the private operator cleared all dues against their push-to-talk and global calling card services, even as TTSL denied the charges (of non-payment) saying there was absolutely no balance on this account.

In a letter to all the chief general managers of telecom circles and metro districts, BSNL had said, "Tata Teleservices is yet to pay the access deficit charge against their PTT and Global Calling Card services. They have to clear all the outstanding bills immediately to enable BSNL to further provide the interconnection."

The PSU pointed out that Tatas had not yet signed an interconnection agreement with BSNL in a number of circles.

"In the absence of this agreement, it is not feasible for BSNL to provide PoIs to TTSL in these service areas," BSNL said in the letter.
