The officials said Dipesh Sawant, who was being questioned since morning, has been arrested under sections of the Narcotic Drugs and Psychotropic Substances Act.
Special Public Prosecutor Atul Sarpande had opposed their bail saying Rhea and Showik financed and arranged drugs.
Rhea, who was arrested by the Narcotics Control Bureau on Tuesday after three days of questioning, is currently in judicial custody.
The court rejected Chakraborty's bail application. The NCB told the court that she was an 'active member' of a drugs syndicate and procured drugs for Rajput, her boyfriend.
Rhea was arrested by the Narcotics Control Bureau on September 9. The NCB has accused her of procuring drugs for Rajput.
The Central anti-drug agency had filed the draft charges last month in the Special Narcotic Drugs and Psychotropic Substances Act Court against 35 accused, the details of which were made available on Tuesday.
This is her second attempt to seek release after a magistrate court on Tuesday refused to grant her bail. In the fresh plea, filed by her lawyer Satish Maneshinde, the 28-year-old actress claimed to be 'innocent'.
'The investigation is at preliminary stage, therefore, from the available record, it can not be said that there are no reasonable grounds to connect the accused (Rhea) (to the case),' the court observed. The court also said there is possibility of the accused tampering with evidence if released on bail.
In the plea filed in a sessions court on Wednesday, Rhea also claimed that she has not committed any crime whatsoever and has been falsely implicated in the case.
Several Bollywood personalities including Taapsee Pannu, Swara Bhasker and Anubhav Sinha criticised the media's mobbing of Rhea Chakraborty.
Commenting on the Narcotics Control Bureau investigation of a drug case, related to actor Sushant Singh Rajput's death case, Raut said, "The probe of the case started about murder and suicide. Now, narcotics came into the case. Nobody knows where will it go. It is under NCB's jurisdiction to summon anyone to join the probe."
Rajput's manager Samuel Miranda and cook Dipesh Sawant used to collect the contraband and make `joints' (marijuana cigarettes) for the deceased actor, a NCB officer claimed.
The duo was arrested last month by the Narcotics Control Bureau in connection with its drugs probe related to the case of Rajput's death.
Their counsel Satish Maneshinde told the HC that the drugs case, in which Rhea and Showik are accused and currently in jail, should have been transferred to the Central Bureau of Investigation (CBI), probing Rajput's death, by the NCB.
The NCB further said both Rhea Chakraborty and her brother had "abetted and financed" drug transactions.
Showik is brother of the main accused in the case, Rhea Chakraborty, while Miranda was house manager of the deceased actor.
'She came yesterday, she came today... we talked to her all day, questioned her. So, I cannot say she is not cooperating. She will come tomorrow too. 'So we are getting her cooperation,' NCB deputy director general (DDG) (south-west region) Mutha Ashok Jain told reporters after the questioning session.

In her bail application filed in the HC on Tuesday, Chakraborty said she is just 28 years of age, and besides the probe by the NCB, she has been subjected to three more investigations by police and central agencies, and a "simultaneous media trial".
