Teams of National Disaster Response Force were trying to find out any person still trapped under the debris, officials said.
Police said they have made five arrests in the incident. Those arrested have been identified as Prabhjit Singh, the main accused, Kulbir Singh, Sahib Singh, Gurjant Singh and Ninder Kaur, they said.
Several people were feared trapped under the debris, police said, adding that the rescue operation was underway.
Residents near the border have been asked to switch off lights at night. Farmers whose agriculture land is beyond the fencing wire were ordered not to visit their fields.
