Amid multi-tier security, Prime Minister Narendra Modi on Sunday will dedicate India's first 'carbon neutral panchayat' to the nation apart from inaugurating and laying foundation stone of development projects worth over Rs 20,000 crore to give fillip to speedy development of Jammu and Kashmir.
Palli panchayat, 17 km from Jammu city, was virtually sealed with local police and paramilitary personnel including Border Security Force and Central Reserve Police Force deployed in strength to keep a strict vigil.
Seeking to develop and rejuvenate 75 water bodies in every district of the country, the prime minister will launch a new initiative named 'Amrit Sarovar', it said.

Just two days ahead of Prime Minister Narendra Modi's visit to Jammu and Kashmir, security forces on Friday foiled a suicide attack in Jammu by the banned Jaish-e-Mohammed, eliminating two suspected Pakistani terrorists in an encounter after they fired on a Central Industrial Security Force (CISF) bus and killed an officer.
As per one of the arrested persons, the slain terrorists were Pashto-speaking either from a village in Pakistan bordering Afghanistan or from Afghanistan itself, the Jammu police chief told reporters in Jammu in the evening.
