The governor of Vermont will push President Pervez Musharraf toward domestic and civil reform in Pakistan.
Howard Dean, chairman of the Democratic National Committee, on Wednesday said that the United States needs to embrace a "vigorous foreign policy based on cooperation and not confrontation"- something he said, is being espoused by Barack Obama, the democratic Presidential hopeful.
"Jay Goyal is a perfect example of what we are trying to accomplish with the Indo-American Leadership Council."
He has won all but two of the 12 Democratic primaries so far.
Senator John Kerry continued his unexpected triumph in the Democratic race to challenge US President George W Bush by pulling off yet another victory in the New Hampshire primary on Monday.
With 88 per cent of the precincts reporting, Kerry had 37.8 percent, Edwards 32.2 per cent, Dean 18.1 per cent and Gephardt 10.6 per cent.
All eyes are now on Wisconsin state where primaries are due on Tuesday and the result could lead to some of the hopefuls dropping out. Opinion polls show Kerry is leading in that state too.
The new group's website said it aimed to advance progressive values.
