'Countries must deny safe haven for terrorists'

Russia has joined India in demanding that no country should provide 'safe heaven' to terrorists as the two countries decided to work together to counter the 'emerging threat' to oil and gas installations from terror.

The two countries, at a meeting of Joint Working Group on counter terrorism in New Delhi, sought urgent implementation of the UN Security Council resolution 1642, which prohibits incitement of terrorism and strongly favoured early establishment by the UN of a global legal framework to fight the scourge.

They underlined the need for more efficient measures to prevent propagation of terrorism, including in the cyberspace, and agreed to enhance cooperation aimed at preventing terrorism through use of Weapons of Mass Destruction.

"The two sides shared concern on cross-border terrorism and emphasised the importance of actions by all States to deny safe heaven to terrorists," a joint statement issued after the meeting said.

Discussing the 'emerging threat to oil and gas installations from terrorists,' the two countries agreed to 'enhance experiences to counter it,' it said.

The meeting underscored that energy security is a 'vital component of national and international counter-terrorism strategies,' it said.

At the meeting, the Indian side was led by K C Singh, Additional Secretary (International Organisations), while the Russian delegation was headed by Anatoly Safonov, Special Representative of President Vladimir Putin on terrorism.
