Juvenile convict in Nirbhaya gang-rape case to stay 'in NGO custody': Sources

The juvenile convict in the 'Nirbhaya' gang-rape case of 2012 won't be released from jail and will be under the monitoring of an NGO for a year, sources said.

The juvenile was supposed to be released on December 15.

Union Woman and Child Development Minister Maneka Gandhi had said earlier this week that she had written to the home ministry demanding that sex offenders be tracked after release.

Earlier, the National Human Rights Commission had issued a notice to Centre and Delhi Government on complaint apprehending threat to society from the juvenile post his release.

The NHRC had taken cognizance of a complaint received from the parents of 'Nirbhaya' who was brutally gang raped and murdered on December 16, 2012.

Nirbhaya's parents had submitted that such persons are threat to the life and liberty of the common man.

The complainants have also stated that the rate of recidivism (committing crimes again) is fairly high.

The convict, who was below 18 at the time of the horrific crime, was sentenced to three years in a reform home.

The punishment was seen by many as disproportionate to the enormity of the crime and spurred demands for changes in the law so teenagers involved in serious crimes can be tried as adults.

Four other convicts have been sentenced to death and a fifth was found dead in prison.
