Amid continuing suspense over formation of new government in Jammu and Kashmir, Governor N N Vohra on Friday invited the People’s Democratic Party and the Bharatiya Janata Party, the first and second largest parties in the elections,  which threw up a highly-fractured verdict with no clear winner.

Vohra has sent separately to PDP Patron Mufti Mohd Sayeed and state BJP chief Jugal Kishore ‘for holding discussions on the proposal for government formation’, a Raj
Bhavan official said.

The BJP, which ended up with a tally of 25 in the 87-strong assembly, and the PDP, which secured 28 seats, have held discussions in the last two days to explore the possibility of coming together.  There was no indication as to how the discussions have gone.

Parallelly, two other key players, the National Conference which got 15 seats and the Congress (12 seats), continued to make efforts to keep the BJP out of power by offering support to PDP, whose response remained a matter of speculation.

NC Working President and the outgoing Chief Minister Omar Abdullah, who has already declared that there is no deal between his party and the BJP, tweeted tonight that only ‘a verbal offer of support’ has been conveyed to the PDP.  But it looks like ‘the PDP is playing mind games with the BJP leaking about a letter of NC support that doesn't exist’.

Senior Congress leader Ghulam Nabi Azad asked the BJP not to be ‘insensitive’ and be seen indulging in ‘arm-twisting’ tactics while ‘bulldozing’ its way on government formation.

"The way BJP is bulldozing regional parties in Jammu and Kashmir and that's just being insensitive towards the mandate and people of the state, " Azad, who is Leader of the Opposition in Rajya Sabha, told media persons in Delhi.

As speculation continued over the PDP either tying up with
the BJP or aligning with Congress with outside support of the NC, PDP sources said the party was not ready for rotational chief ministership with the BJP.

Another PDP leader said with the support of the Congress and some independents, the party will be in a position to reach the halfway mark of 44. In Jammu, Congress spokesman Salman Nizami said the party was in touch with the PDP and six other independents to prevent the BJP from coming to power in the state.

For the record, BJP general secretary Ram Madhav said his party was holding consultations with all important stakeholders in for providing a stable government.

The BJP leader, who has held a series of meetings with leaders of Valley-based political parties including the PDP's Muzaffar Hussain Baig, said the Prime Minister had a grand vision for development of the state.

"To realise this dream, we have to provide a government that will put the state on development track," Madhav, who flew back to Delhi, said. "We are meeting with all important stakeholders and our aim is to provide a stable and credible government," he told media persons.

On his talks with the PDP since his arrival in Srinagar on Thursday, Madhav said the talks were still at initial stages. "The PDP is an important stakeholder and has got a major mandate. Mufti (Mohammad Sayeed) has a five-decade long political career and is respected not only in the state but across the country.

"National Conference also has got substantial number of seats. It was part of the National Democratic Alliance during (Atal Bihari) Vajpayee's tenure (as prime minister)," he noted.

Madhav, however, skirted a question on which of the two parties would the BJP prefer to ally with, saying it was not about the party but a choice of providing a stable and credible
government.
