Failure to obtain a score over 40 per cent on nine different criteria like governance, research output and faculty resources has led to the blacklisting of 44 deemed universities by a government panel. The 44 deemed universities, which were found unworthy for the status by the committee, secured less than 19 marks out of a total of 45, according to official sources.
The committee found that the failed deemed universities were being run as family fiefdoms rather than on academic considerations. Nearly two lakh students are studying in those institutes.
Another 44 deemed universities, which have been found having deficiencies and have been told to rectify them within three years, secured poor marks in the range of 19 to 27 out of a total of 45. The committee, headed by P N Tandon, has submitted its report to the Human Resources Development Ministry which has accepted the findings. The matter is pending before the Supreme Court.
The committee has prepared three lists--the first one lists 44 "unworthy" deemed universities, the second lists 44 "deficient institutes" and the last list has the remaining 38 universities, which were found to meet the required criteria.
The list of deficient deemed universities include 31 private institutes and 13 public institutions. The average score obtained by such institutes is 23. The committee made the assessment of these institutions on nine different parameters with each parameter carrying five marks.
The parameters are: Considerations of idea of a university, how the status of deemed university became a stimulus for better performance, conformity to the provisions of the University Grants Commission Act and UGC guidelines for the recognition of an institution as deemed to be university, aspects of governance, quality of and innovation in teaching-learning processes, research output and its impact, doctoral and other degree programmes, faculty resources and admission process and award of degrees.
