Delhi high court judge (retired) Shiv Narayan Dhingra, who is heading commission probing the grant of licenses to entities in Sector 83 of Gurgaon, on Thursday said Sonia Gandhi's son-in-law Robert Vadra may be called to record his statement "if required".
He said that the commission will soon issue a public notice inviting people to depose before it if they have any views, objections over licences issued for commercial, residential group housing purposes during Bhupinder Singh Hooda regime (2005 to 2014) in four villages in Gurgaon.
Justice (retd) Dhingra on Thursday did not rule out the possibility of calling Vadra for his statement before the commission if the investigation requires so.
Dhingra is probing whether their was any revenue loss during the transactions and all the deals will be looked into including those involving Vadra.
Justice Dhingra told that an audio system has been installed in the office so that every witnes's statement can be recorded digitally and, if he demands, the copy of the recording would be handed over to him.
Besides, a written statement would also be taken, he said.
When asked to comment on the deals of Sonia Gandhi's son-in-law Robert Vadra in the sector, he clarified that he was asked to investigate all the licences issued in these four villages and not to confine only to Vadra's deals.
"I would investigate licences of Vadra if these were granted to him in Sector 83," Dhingra said.
"My mandate is to investigate whether revenue loss was committed and whether all formalities and procedures were completed or not while issuing the licenses in these sectors," the judge said.
The commission would also probe the subsequent transfers and disposals of the licences to third parties.
The judge further said that currently he is studying the related and concerned files of the Town and Country Planning department to understand the procedures and formalities for the licenses.
He estimated that there are about 150 to 200 licenses in these above mentioned sectors. Dhingra also claimed that he would complete his inquiry within the assigned time frame of six months.
