A first information report has been registered against former Chief Minister and Rashtriya Janata Dal leader Rabri Devi for violating the model code of conduct by giving a shawl to a woman during an election rally, official sources said Tuesday.

The FIR was filed by Executive Magistrate A K Singh with Rajnagar police station in Madhubani district Monday in connection with 'gifting' of a shawl by Rabri to a woman at an election meeting at a school at Bhatsimri village a day before.

Earlier, an FIR was registered against her with Hajipur police station in Vaishali district for going to file her nomination at the office of sub-divisional officer in a large convoy of 28 vehicles against the permitted three.

Meanwhile, Vaishali District Magistrate-cum-District Election Officer Sanjiv Hans has issued notices to 30 candidates, including Rabri Devi, asking them to explain why they should  not be prosecuted for not submitting 'proper' daily expenditure statement.

The notice, issued Monday, says she had not furnished expenditure statement for using two vehicles -- No. BR 1t 0921 and BR 1p 1111. She has been asked to reply within 24 hours of receipt of the notice.

Strongly reacting to the notice, rabri's election agent and former Bihar minister Udai Narain Rai accused the district magistrate of harassing her at the behest of the Election Commission and said the former chief minister had been asked to furnish the expenditure statements of vehicles she did not use.
