The missive has, however, polarised stakeholders, with mobile operators under COAI coming out in its support, while digital platforms under the aegis of Broadband India Forum expressing "serious concerns" around overreach and calling for a pause in implementation of timelines.
The Supreme Court on Monday deferred to October 13 the hearing on a plea of telecom major Vodafone Idea Ltd seeking quashing of the additional adjusted gross revenue (AGR) demands for the period until 2016-17.

Reliance Jio has informed Department of Telecom that it will not opt for four-year spectrum payment moratorium being offered by the government to telecom companies as part of a relief package, sources said. Cash-strapped telco Vodafone Idea's proposal for investment of up to Rs 15,000 crore through foreign direct investment (FDI) has been approved by the Union government, according to officials. A record over Rs 1.5 lakh crore worth of 5G telecom spectrum was sold in a seven-day auction ending on Monday, which saw billionaire Mukesh Ambani's Jio emerging as the top bidder to consolidate its leadership position. Sources with direct knowledge of the matter said provisional data puts the total bids at Rs 150,173 crore. The mop-up from the 5G spectrum, capable of offering ultra-high speed mobile internet connectivity, is almost double at Rs 77,815 crore worth 4G airwaves sold last year and triple of Rs 50,968.37 crore garnered from a 3G auction in 2010.
Airtel had previously responded to the DoT's order by offering to pay Rs 10,000 crore by February 20 and the remaining before March 17. Airtel owes nearly Rs 35,586 crore, including licence fee and spectrum usage charge, to the government.
The companies are being probed into for alleged corruption in spectrum allocation during NDA regime.

Consumers will now have to pay up to 30 per cent extra for data services as leading telecom players Bharti Airtel and Vodafone are hiking tariffs and others may soon follow suit.
