He also decided to sever ties with the People's Conference.
Highly-placed sources said an invitation will be sent as soon as Hurriyat leaders agree to hold talks with Patil.
'We are looking at a solution that will maintain the dignity of the Government of India, the government of Pakistan and the people of Jammu and Kashmir,' says Hurriyat Chairman Moulvi Ansari.
Facilitating the return of expatriate Kashmiri leaders will also feature in the first meeting between the Centre and All Parties Hurriyat Conference.

'We know the resolution of the Kashmir issue can only be found through dialogue. We are not shying away from that,' Mirwaiz Omar Farooq said.

In a communication to the Jamaat-e-Islami leader, OIC functionary Abdul Ahad-al-Aziz addressed Geelani as the chairman of the Hurriyat Conference, sources close to Geelani told PTI.
Andrabi, the founder of the Dukhtaran-e-Millat, an Islamist separatist organisation is also a member of the All Parties Hurriyat Conference.
The team also visited Jammu and Kashmir Liberation Front headquarters at Maisuma and held a prolonged meeting with chairman Mohammad Yaseen Malik.
The deputy prime minister said the Centre was willing to hold talks with 'any group, which will lay down arms and shun the path of violence'.

Before leaving for a conference of Asian NGOs to be held in Hyderabad, Hurriyat leader Mirwaiz Umer Farooq said that during the meet he would highlight the need for tripartite talks on the issue.
'Govt of India should stop harping that Kashmir is an integral part of India. They should come out open with their ideas. '
In an interview to Kashmir daily The Rehmat the outfit's spokesman Junaid-ul-Islam claimed the Hizb was not carrying out suicide attacks.
All Party Hurriyat Conference chairman Abdul Gani Bhat welcomed the resumption of the bus service between Delhi and Lahore.
Rashid used to be a member of the Democratic Freedom Party, but quit in 2001 following difference with its leader Shabir Shah. He later joined the Muslim League, a constituent of the Hurriyat.
