The Rajya Sabha currently has 19 government Bills pending, with the oldest dating back to 1992. These bills cover a range of issues including population control, rent control, seed quality, migrant workers, and tribal autonomy.
While asking the Centre to set up the delimitation panel, the top court, however, said it cannot direct Parliament to amend or make laws for giving proper representation to other communities that form part of the STs as that would amount to "venturing into the legislative domain".
However, Rajya Sabha being a continuing chamber is not subject to dissolution, and bills introduced and pending in this House remain on the live register, unless withdrawn by the government.
The Commission said a ban has been put in place effective January 1, 2023 on the creation of new administrative units in the state till the exercise is completed.
