Haryana had the minimum fiscal deficit of 0.6 per cent in financial year 2006-07, though marginally up from 0.3 per cent in the previous year. New Delhi was at the second spot with 0.7 per cent fiscal deficit while its revenue account showed 3.57 per cent surplus.
