Public authorities are under a mandatory obligation to make public a directory of its officers and employees and the monthly remuneration received by each of them, the Central Information Commission has ruled.
The information should include the system of compensation each officer/employee is entitled to under the pay rules of the respective department and such information should be published and put on the departmental website, the commission said.
The directions were issued on a complaint filed by S J S Oberoi, deputy manager, SBI, that the management of the Punjab National Bank, Zonal Office, Uttaranchal was not divulging certain information pertaining to one Bhupinder Kaur, clerk/typist with the PNB Zonal Office, Dehra Dun.
Oberoi had sought information relating to the gross salary to Kaur, the total leave to her credit, place of posting and certain other details on the ground that his 'life and liberty is at stake'.
However, Oberoi could not provide credible evidence to prove that his life was at stake and the bank authorities rejected his application besides the subsequent appeal. Following this, he moved the commission.
Upholding Oberio's plea, Information Commissioner M M Ansari observed that public authorities are under an obligation to maintain 'a directory of its officers and employees, the monthly remuneration received by each of its officers and employees including the system of compensation as provided in regulationsof the Act and should be published and/or put on website.'
Accordingly, the commission ordered the PNB to comply with the requirements of relevant section of the Act and disclose the information sought within 15 days.
