Waugh was dropped from the one-day side in February and replaced as captain by Ricky Ponting, then left out of a preliminary 30-man World Cup squad announced by selectors last week.
The 37-year-old was to captain New South Wales in a 40-overs-a-side practice match against Australia in Sydney on Tuesday, but heavy rain overnight and in the morning forced officials to cancel the fixture.
The match was Waugh's last real chance to press his claims for selection before the final 15-man World Cup squad is named on December 31.
Waugh, who has led his side to a winning 3-0 lead in the current Ashes series against England, had started bowling again in a bid to change the selectors' minds.
