New Zealand Federation of Athletes chief Rob Nichol said that 'hand on heart' he cannot say whether his country would send a team to the Commonwealth Games.
The 26-year-old New Zealand-born Stokes was omitted from the England touring party to Australia for the Ashes and remains suspended pending the outcome of a police investigation into an incident outside a Bristol nightclub in September.
Five states will go to the polls including Florida, Illinois, Missouri, North Carolina and Ohio as well as the Northern Mariana Islands.
