The Manipur government has initiated to sign a memorandum of understanding with Apunba Lup, a banner organisation of 20 groups that led protests against the alleged fake encounters on July 23, last year, to end the agitation in the state.

The organisation has held mass protests for over five months alleging that the Manipur police commandos were involved in the death of a former insurgent Sanjit and a pregnant woman, Rabina Devi, in a market area in Imphal.

A state government official in Imphal said the government had made it clear in the MoU that it had nothing to do with the case as the probe into 'fake encounter' had been handed over to the Central Bureau of Investigation as per directive of the Guwahati high court.

Apunba Lup has agreed to call off the agitation, while the state government has agreed to unconditional release of the 15 leaders, who were arrested during the agitation. Nine of those arrested had been booked under the National Security Act.

The state government has also reportedly promised to provide adequate compensation to the five people who were injured during the alleged fake encounter, and to the next of kin of Rabina Devi.

With the MoU in process, the state government hoped that educational institutions would reopen from Monday as Apunba Lup agreeing to call of the agitation.

Schools and colleges in the four-valley district of Manipur have been closed since September 9 last year after three student organisations joined the agitation.

Protestors had destroyed seven schools in the state to foil the government's attempts to reopen educations institutions earlier.
