LS passes Rural Employment Guarantee bill

A landmark bill guaranteeing at least 100 days' employment per year to every rural household was on Tuesday approved by the Lok Sabha, ensuring fulfilment of a major promise of the United Progressive Alliance in the National Common Minimum Programme.

The National Rural Employment Guarantee Bill, 2004, was passed by the House by voice vote after all amendments moved by the Opposition were rejected at the end of a marathon discussion.

In a spirited reply to the debate, Rural Development Minister Raghuvansh Prasad Singh sought to allay the Opposition's apprehensions of funds going down the drain by saying strict monitoring and vigilance would be ensured at the level of village

committees.

Panchayats would play a principal role in selection, implementation and monitoring of schemes, he said, drawing applause from the ruling coalition members, including UPA chairperson Sonia Gandhi.

In his reply punctuated with quotations from noted poets like Dinkar, Singh said 50 more districts would be added to the list of 150 districts where the scheme would be initially implemented in the first year.

Rejecting the Opposition charge that selection of districts could be guided by political considerations, he said the choice would be done only on the basis of SC/ST population, productivity and prevalent wage structure.
