The Orissa government will examine the possibility of initiating a criminal case against AES Transpower of the USA for defaulting in payment of Rs 428 crore (Rs 4.28 billion) to Grid Corporation of Orissa. This was stated by the state energy minister S N Patra in the state assembly on Wednesday.
AES owned controlling 51 per cent stake in the distribution firm Central Electricity supply Company, which buys power from Gridco for supply to the consumers.
AES had abandoned the management of the company in August last year after complaining that Cesco was unmanageable because of mounting losses, government apathy in lending administrative support for recovery of dues and delay in flow of World Bank funds to the company.
Following this, the Orissa Electricity Regulatory Commission had appointed a senior officer of the state government as administrator to run the company.
Patra said, though Gridco has filed a case seeking attachment of share certificates of AES, the government will examine the possibility of filing another case against the company to recover the dues.
The minister also apologised in the House for the unauthorised presence of three AES officials in the officers' gallery of the Orissa assembly that had created an uproar in the assembly stalling its proceedings in the better part of the day.
