Information and Broadcasting Minister S Jaipal Reddy on Monday said the government was thinking of setting up a Broadcasting Regulatory Authority to enforce guidelines and regulations on television and radio contents.

"The matter is under consideration in the ministry," he said in a written reply in Rajya Sabha.

To another question, Reddy said Telecom Regulatory Authority of India, in its consultation paper on broadcasting, has raised issues like making conditional access system voluntary and subjecting pay channels and advertisers to price regulation, besides a host of quality-related matters.

TRAI has sought views whether CAS should be introduced to view pay channels, and if yes, should it be mandated by law or voluntarily introduced by service providers, he said.

Reddy said it also wanted to know if CAS is to be introduced voluntarily and how should it be done and who would take the initiative to introduce it.
