!!!! WINDOWS NT a.k.a. Windows 2000 !!!!
NOT LINUX, Its known that the newer features are incorporated into an Open source environment only after some time. Do you want Indian ISPs to FOLLOW or to LEAD!!? Microsoft is best known for its fast adaptablity and an INTEGRATED SUITE of features (E-Commerce Server, NetShow Video Server, SQL 7.0, IP Telephony and other Convergence support, ASP, XML, IIS, SCALABILITY features, ...). Also with the experience from NT 4.0 onwards, I would bet on the STABILITY aspect as well !!

Choose the operating system that comes with source code. Why would India want to be hostages to a US company, or any company for that matter? If you have no mean of looking at the source code, how can your people ever learn the stuff? This is a silly discussion. India and the rest of Asia wanted to be independent after WWII. And now you are still deciding if you want to be technologically dependent? Wake up!

I see the Indian users making some crazy connections: "I should be shopping for a four door Match Box because they have the market in metal cars." "I should buy bottled tap water instead of this free tap water, so that I can also purchase additional upgrades, in case the bottle surrounding the water should be improved in the future"
"As an ISP, I am an idiot, therefore, I shall become an ISP and rely on the illusion of Microsoft support to get me by, instead of becoming educated and using the proper tools."
On the flip side, I hope they all choose NT. Who out there can possibly say that it would be a bad thing to have India's computer, software, and Internet industries beholden to a U.S. corporation for all products? It is clear that the subsidiary MS opened in India a few years ago has been brain-washing properly -- the majority of Indian posts showed an allegiance to MS.

If it is serious application development it has to be UNIX. NT is frustrating to use. Also, what happens after I exhaust all drives A-Z - I've no more drives to map. In short, NT SUCKS bigtime!! It'll be LINUX or UNIX. Since, cost of ownership of LINUX is low, it will pick up.

For ISPs, I would bet on Linux. Most of the world's web servers are Apache servers running on Linux anyway. And not without reason...When it comes to networking.. Unix is it's birthplace.. and with Linux.. most of the stuff is out of the box. There is hardly any configuration issues. Hardly as expensive as the others.... Solaris would have been a robust choice.. But it doesn't make economic sense to go for it.. when you have good old free stuff at your fingertips.. And with vendors like RedHat.. providing support, it really takes the wind out of the "no-support" argument touted against such open systems. And of course when it comes to stability, Linux is almost as good as any commercial UNIX flavor out there and both of them run rings around Windows. I would imagine any technically savvy ISP should go in for Linux.. considering the amount it would save him/her. It would also allow the ISPs to provide services at a lower cost making them more competitive....

My bet would be on Linux for the simple fact that it is free. We are by circumstances a very cost conscious country. That coupled with the fact that the source code for almost everything in Linux is freely available should make it a very good choice. India never has been a place where technical support has been a clincher (the reason why Linux has not steam rolled the opposition in other countries). Plus, the fact that most of the things that are required by a typical ISP are bundled with Linux makes the case even more attractive. We have never had a dearth for technical manpower and this is a very strong point in favour of Linux. India is a country of diversity and the ISPs would also have to provide diverse services. (For example email service in the regional languages or web browers in the regional languages). This would not only involve a cost multiplication but also a time delay, both of which are taken away if Linux is selected since the code is available for all and sundry to tinker with. In India Internet is still in it's infancy and therefore there is not much in terms of market shares for the bigger players to enter and setup permanent shop here. This is one area where Linux would be invaluable because Linux has no origins and no one organisation to be released from. Furthermore, Linux provides so many more tangibles that are all extra with other OSes. This is just my 2 cents worth.

ISPs need powerful, reliable and scalable servers. Linux is a desktop version of UNIX and is nice for its user-friendliness and GUI and is obviously not a contender. Unix has a proven history when it comes to big and powerful back-end servers and that is what the ISPs need. Windows NT is relatively new and though ease of use is good that is not the only thing you need. So I would go the UNIX way.

Windows NT is based on good architecture and relatively stable. One of the main goals of computers to improve productivity. Windows NT's user interface and ease of use is very attractive for first time & business users. Technical people are biased towards Unix (or Linux) as they believe they have more control on system with these OSes. Unix is based on technology of 1970s. Although constant improvements were made, they have made Unix a complex creature. To achieve compatibility, so many compromises (and new standards) were made. I am not arguing that Windows NT is flawless, but certainly better than Unix. Keeping the success of Wintel in mind, Windows NT will be the best & safe bet.
