The order comes into force with immediate effect.
Passing an order on a 'Court on its Own Motion' on Monday, a division bench of Chief Justice Mittal and Justice Sanjay Dhar expressed concern over urgent issues involving the rights of the residents of the union territories of Jammu and Kashmir, and Ladakh.
According to the order, Singh was awarded Jammu and Kashmir's highest police award in 2018.
Polling will be held on November 17, 20, 24, 27 and 29 and December 1, 4, 8 and 11 from 8 am to 2 pm.
The deployment of the troops and various orders gave rise to the speculations about some major decision in the offing regarding the Jammu and Kashmir's special status.
Earlier, only access to white-listed sites was allowed as the service was restored for a week on January 25 and subsequently extended from time to time, after being snapped on August 5 last year when the Centre abrogated the special status to the erstwhile state and bifurcated it into two union territories.
With the announcement, the Model Code of Conduct has come into force in the state.
However, it said the high-speed facility which was restored on a trial basis in central Kashmir's Ganderbal and Jammu region's Udhampur on August 16 would continue till this month-end as there has been no report of its misuse in the two districts.
There will be eight more phases of Panchayat polls in Jammu and Kashmir.
High-speed mobile internet services had been restored in two districts -- Ganderbal in Kashmir region and Udhampur in Jammu region -- in August last year.

Even after SC directions, the administration has not restored mobile internet services for Kashmir division. It said misuse of data services by anti-national elements has the potential to cause large-scale violence and disturb public order.
In order to consider giving mobile Internet connectivity on such SIM cards, the telecom service providers will have to verify the credentials of the subscribers.
A high-powered probe committee set up by Lieutenant Governor Manoj Sinha visited the site and appealed to the general public to share videos, statements or any other evidence about the incident.
Abdullah, who turned 50 on March 10, had spent 232 days in custody since the government announced abrogation of the special status of the erstwhile state on August 5 last year.
