Q. The drafting of the Lokpal bill by a joint government-civil society committee virtually hit a dead end as members from both sides decided to forward their respective drafts to the Cabinet in the absence of a consensus on some of the contentious provisions.the two sides were not able to come to a consensus. But, how does it make sense that the civil society committee has also agreed to submit their draft to be considered by the cabinet? Why would the cabinet agree to any of their proposals when the members of the committee set up by the government have already scuttled it?
