'The border dispute can be solved by dialogue'

Indians have not forgotten the 1962 war with China yet. You must have seen how a statement on Arunachal Pradesh evoked reactions in India before President Hu Jintao's visit.

I think the boundary question is the leftover from history. In 1914, you know what happened in Simla Convention… you know about so-called McMahon Line. China has never recognised the Quing dynasty's action and negotiations over Tibet.

Traditionally China thinks that Tibet is the part of China. I think there is dispute over more than 140,000 square km. The Indian side claims 90,000 square km in the eastern sector, 3,000 sq km in the central part and about 33,000 km in the western part. India said this is their land but, according to our documents, literature, these areas belong to China. You call it Arunachal but we call it by its Chinese name. Your Brahmaputra is actually the Chinese Yaluzangbu river of Tibet. The local Tibetan language is spoken in some areas of Arunachal. Tibetans are saying that our ancestors were living here. The sixth Dalai Lama was born in Arunachal Pradesh. The Twang Monastery was built by the sixth Dalai Lama and these are facts. These disputes can only be solved by dialogue and not war.

I don't agree with the way the Indian media creates sensation. We can have different opinions. China's point of view is that the 140,000 square km that includes Arunachal and Aksai Chin are Chinese territory. You are saying all these sectors are Indian.

In the eastern sector (AP) China will give India more concessions and in the western sector (Aksai Chin) India should give more. India has a parliamentary resolution that says that all the land belongs to India. The resolution says that India won't give an inch of land. If we also have a resolution saying that China will not give an inch of land, what then?

If India gives back to China the areas in the eastern sector it will very good for Tibetan people. The western part is on the southern Himalayas and is not of strategic use.

We should have critical principles. First give and then, take. Second, we should be friendly to each other. Your Minister of State for Commerce Jairam Ramesh has written a book on Chinindia. It is about integration of China and India in future. It says that China and India will live harmoniously like elder and younger brothers. We think that China and India should have one identity as Chinindia. After 20 or 50 years China and India doesn't need boundaries. Do you think we need any boundary? I think Indian politicians and media should calm down.

Many Indians believe that China has a policy of encircling India. Your relations with Indian neighbours and the nature of your relations with Pakistan is enough to suspect your intentions.

This is Cold War thinking. You are saying China has good relations with Pakistan, Nepal, Bangladesh Myanmar and Sri Lanka to contain India. In China, we also have a suspicion about four countries allying with India. You are saying the recent US, Japan, Singapore and Australia's military exercise with India is not against China. Then many people are asking, why did you not invite China as a sixth party?

I think we should educate the Chinese people too. I think and argue that India is maintaining its independent foreign policy and will maintain it. Hu Jintao and Wen Jiabao have tried for a strategic partnership and China will not take part in any containment of India. Very soon your prime minister will visit China. I think together China and India can become so big that no one can contain it. I think recently Australia, Japan and US have reached a consensus that they will actively co-operate and engage with China and not contain it.
