Windows NT, if given lot and lots of memory- it works really well, but has an uncanny habit of simply crashing for very flimsy reasons.
Linux on the other hand is not very memory intensive but only problem is there aren't many applications which have been ported onto it (although many companies are planning to do so).
Unix is stable and I mean stable.. NOTHING TO ADD TO IT!

The answer depends on what kind of a system administrator you can hire.
If you can hire only lousy system administrators, maybe you are in the wrong business. But then your choice is limited to NT, it will not provide good service but will be easy to setup. At least you will be enter the market. But still you need to answer the question whether this is the right business.
If you can hire decent sysadmins, and they can handle a Unix box, then go for commercial Unices. It will be expensive but the support options will provide you with information to fill in the gaps.
If you can get the excellent sysadmins, go for Linux or freeBSD. It will be the cheapest and the safest option, because they are very efficient and run on the cheapest hardware, and also the source code is available and security patches arrive very early.
You will need to have a couple of NT servers anyway to serve asp documents. They will not be as cost effective and you might want to discourage people from using them.
So what are your options? Where do you want to go tomorrow ;-).

Computerworld did a Telephone Survey of 201 IT Managers in "LARGE COMPANIES".
Here are the percentages of respondents who said that each platform did well (good, very good) in various areas (I am producing only NT and Unix numbers.
I am leaving out the Netware Numbers).

As I have already said in the previous article I would go on to say that LINUX is any day better than all the other platforms in some areas of functionality and in all areas when compared with Windows 2000/NT.
1. Price: The most important thing for a country like India where the masses do not have access to the net, a simple solution of plain inexpensive Web appliances/NCs connected to a fast Internet through phone/cable/wireless or whatever means should be made. This will help in the proliferation of Web booths like STDs.
2. Development: With the availibility of oldFusion/Zope and many other free web development platforms on linux, this is no problem.
3. Hosting: There should be no questions about this as even IBM has also endorsed its advantage. One can build a commerce site using the SSL version of the server.
4. Clustering: Boewulf clusters can handle big workloads equivalent to the Hotmail mail farms.
5. Services: Mail, News, DNS, Webpage, commerce, WebRadio or whatever services can be built on a Linux system.
6. Availability: This is one area where Linux can defeat NT pants down.
7. Support: There are commercial support packages available from different vendors even in India and you can get more information from the ILUG mailing list. I am sure somebody from this mailing list will be willing to start a company if there is enough sources of revenue.
I can go on with the advantages of basing an ISP operation on LINUX and remember that 1999 is the year of enterprise adoption of LINUX in US and Europe. (Europe is ahead in adopting Linux because of anti MS/US attitude of some of those people).
Lastly I would like to point out that I have worked on Linux when I was in India and has been working on it since after coming to US, I am saying this with experience.
