US puts fresh curbs on supercomputer export

The regulation issued by the Congress Department, which went into effect from Tuesday, February 3, covers even peaceful uses and goes beyond the primary objective of monitoring end-uses of the computers to prevent misuse

for military purposes.

It covers export and re-export of high-performance computers between 2,000 and 4,000 MTOPS (million theoretical operations per second) to the 'computer tier-three' countries though most are technologically backward and unlikely to make nuclear arms or weapons of mass destruction.

Under the new law, advance notification is required for export and re-export of computers of 2,000-7,000 MTOPS speed to these countries.

Earlier, regulation was on exports to institutions linked to the military only but the new regulation will apply to civil end-users too.
