Suggestions:sir, you are doing justise to your ministry i have some suggestions for your consideration 1.simplify tranfer of property by deleting permission from inocme tax as no registry is done unless the rate is below the fixed rates of local officials 2.reduce tax on individuals so as to not increase more than 25% inclucise of surcharge 3.increase tax on companies as they claim all expenses from the income so they can pay more 4.encourage investment in house under a scheme to improve property prices by giving exemptions or disclosure if one invests in house for a lockin for 3 years 5.do something to save indian industry from dumping from outside 6.if possible introduce expensis deduction from income and then tax and levy service tax or vat on expense that way one pays while one spends and on saving as income 7.increase minimum limit for tax 8.simplify disclosures of any kind,as one pays tax by doing so 9.withdraw all taxes on basic need for food etc.

Suggestions:Sir, I suggest that on birth control & revenue to the goverment I suggest a new form of Tax as follows: - 1 birth - No tax 2nd birth - Rs 1000-1500 birth tax to be collected at the hospital itself 3rd birth - Rs 5000 also to be collected at the hospital itself & 4th onwards, it's ur job to look into the same.:-) This is only a suggestion sir, with this, it will not only control alarming birth rates in our country & make this a much better place to live in. Suggestions:Sir, I would like to see our country to be the most powerful in with respect to Information Techonology. For that, we need to improve our Communication Infrastructure. I have been going thru lot of changes that you announced so far. But, How far it reached the remote places. The facilities that you announced so far are enjoyed and reachable only by City people. still Towns, and villages are without internets and even basic telephone facilities. So, consider this letter as my honble request. We need to have Internet gateways in all the places. so that, we dont have to make long distance calls to connect to a particular gateway. I am proud as an Indian that we are improving ourselves in the IT sector. we want to grow more. so, please consider IT sector especially Internet as the main criteria for our economic and industrial growth. Suggestions:Dear Mr Sinha, I have a small suggestion regarding Indian IT specialists who are sent abroad on small duration assignments. These specialists are given a per day food/conveyance allowance by their employers. This allowance is roughly $40 to $100. Most IT personnel manage to save a good portion of that sum and bring it back to India. If they declare it at customs, then they have to pay a heavy tax on it. So, unfortunately, most of them get the dollars exchanged into Rupees from black market. So the Govt not only loses the tax money but also the foreign currency. The tax collected from these sources is not huge in amount. So, if the Govt just makes that money Tax Free, atleast these people will exchange the money legally and the Treasury will get some foreign Exchange. Thank You Tushar Deshmukh Maryland, USA

Suggestions:Indian export goods have the worst packaging and I would suggest to offer 0% tax duties for any firms who can import new technology to enhance Indian packages for finished goods. Also most of the envelopes sent from India looks like toilet tissue paper while it reaches USA and this created very bad impression for us. Suggestions:Internet and Telecom are the future of the modern world. Being an IT Super Power, India needs to prepare itself for this by way improving the infrastructure. This can be achieved by way of having more private players in both these areas eliminating the monopoly. The other points that i would suggest is that: . Introduction of Social Security System. This is the only way by which benifits to the people can be monitored. . Corporatisation of the banks, airlines and bus transport facilities. . Computerisation of all governmental departments will make the processing time faster and eliminate corruption. . Nothing should be given free of cost atleast for the next 20 years. No free electricity! No free train passes! No free tickets!... . National Accountablity Bureau must be commisioned which monitors the accountablity of all the government employees. . More powers should be given to the states and proper monitoring should be there (by the Governor) whether they are utilising the money properly. . All Ministries should have a Secretary (Highly qualified & Specialised in that ministry) who will give out suggestions to the ministers. . Above all, ELIMINATING POVERTY AND EDUCATING PEOPLE should be the highest priority in the budget. . Luxury items, Alcohols, Cigarettes should be taxed heavily. These are my humble suggestions for the budget. I would be happy if the honourable finance minster of india just reads this once atleast.!! I would be delighted if he tries to implement these!!

Suggestions:Dear Mr. Sinha, I don't know whether this one 'll reach you or not, but still i'm writing. I'ld like to bring under your notice the present situtation of commodity business in India. First of all the National Commodity Exchange, which is expected to come up soon, should be put as a medium for Risk Management rather than Speculation. There should be atleast 2 - 3 persons on the board, but not an IAS officer, who doesn't know about markets. Second i'ld like to ask, what the govt. is doing on agriculture commodities. They are coming out with the Wheat, which was procured 4 years back. Out of which, 20-30% was eaten by Mouses in the warehouses. And now in Punjab, Govt. is buying Wheat at highest cost and selling at half the price. Don't you think we need open markets & Market driven Prices. Suggestions:Respected sir, I request you to simplfy our tax policies & expand our country's tax base. For this I would suggest that you launch a new scheme under which charge 10% more plus the total tax paid in the last year. Say if I paid a total tax of Rs.1000 last year then I shall be paying Rs 1100 this year. Thereby giving 10% extra tax to the goverment. Against this I would like the goverment not to bother me by visiting me, No compulsion for annual cases judgement from concerned departments & No opening of our old cases if setteled. Suggestions:Dear Sir, I am tax payee for the past seven years. I just could not understand the rationale in house rent exemption. For example I get paid a house rent allowance of Rs.2400.00 per month and I pay a rent of Rs.1800.00 per month. When it comes to HRA exemption I get maximum exemption of Rs.4000.00 only and one calculates the tax benefit it is a maximum of Rs.1400.00 not equal to even one month's rent paid by me. Suggestions:Hi Sinha, A. SSN and Credit History I hope you know much more than me abt the SSN and Credit History in US and there importance there. Why cant we implement the same atleast in 2001 and some of suggestions in implementing them are i. Compulsory use of the election Identification card (Hope every one has that) in every financial transaction. ii. Each and every one has to change their address compulsorly when they change their residence by paying few rupees so that they can be eligible for the loans from the govt or from the bank. iii.start giving each and every new born kids a SSN type and print it in their birth certificate... this will reduce the future cost This will reduce the NPA's of banks, reduce the number of times the same person getting loan in different names in the govt sponsored schemes, no financial institue can divert the peoples money to their personal account... obiviously brings many of our tax evading countrymen into the tax web. The govt can get return of this investment very soon. Definetly this will need a maitaining od huge database of the people. But this is possible as much as the nuclear bomb explosion data's. We can allow the private parties to maintain this and made mandatory for the banks, private intitution(which lends or pay as salaries more than a fixed limit) to report to them. The private agencies can collect a nominal fees from the institution which wants to see the record of a person. B. Free Services In India wherever you go you can find the free services... reduce it and make the people pay for it. So that they can use the service effectively and the govt can spend some more money to improve the service. C. Make everone accountable. D. Reform the banks Even if I had money and my parents are needed of it, they have to wait for three or more weeks to get it... such a way our banks work...if it is other countries I can send it in 3-24hrs. In a district capital, the state bank manager doesn't know what is routing No? what is the routing no of his bank? When I was in INDIA(10 months) back, the bank of INDIA brach in the heart of Chennai starts at 9.30AM. But the employees will switch the machine on exactly at 9.30. We have to wait for another 15minutes till the system boots or for hour if it gets struck. Thats how the working culuture in our banks. But here in US even if you enter a branch exactly at the time they are opening they are reay to serve you. So make the bank force leaner but a effective. In my 10 years stay in the USA I have come across many promising technologies for non-polluting power production. Due to the fact that USA has already invested huge amount of money in the existing power plants, it makes it very hard switch to non-polluting technologies. But in the case of India we still have the opportunity to gradually increase the capacity in solar energy, wind energy, etc. My suggestion to you is to impose a small amount of tax on every kilowatt-hour(10 paise/KWH = over 4000 crores/year) of power produced by the polluting, coal based and petroleum based power plants and use that money to subsidize the solar/wind power projects. Suggestions:Mr. Sinha, Though last year we saw lot of steps being taken towards e-governance, it would be better if we have information kiosks at public utilities so that we can get information about the various programs.schemes related to finance and the new laws governing the tax, concessions and foreign exchange, particularly the rules that covers individuals. A system should be developed to keep track of the credit history of indians and that credit history should be applied when the bank or any financial institutes to fix the interest rates. 2. Govt should take initiatives to connect all the banks and post offices networked together to do money transfer or any other financial services 3. Govt should insist state Govt to reduce the land slaes tax dratically so that everybody will endup paying the sales tax for the actual amount of the land. 4. Computerasationa and networking should be given TOP periority that will help the e-commerce to grow.

Suggestions:Honorable Finance Minister, We are in the business of edible oil refining and packagin. With the change in duty structure for edible oil one year ago with introduction of two different slabs for manufacturer and traders, the formalities with excise & customs department have increased to a high level unnecessarily. This only results in higher level of harassement on the hands of excise officials and high amount of corruption in the business. The change have neither benefited industry nor to the government as well as no traders are importing crude oil anyway. Even if someone imports the oil, it is traded off on high seas resulting in loss of revenue to govt. I would earnestly request you to look into the change in duty structure and have one duty for all which may be higher or lower based on revenue requirement / other budgetary compulsions which you may be having. Suggestions:Respected Minister, we are quite happy about the budget 2001, but regarding automobiles sector I was disappointed at the stepmotherly treatment given to it. from the last few years we have seen heavy investments by Big time MNC's in India. despite changing Government rules & other problems, MNC's still are enthusiastic about investing here. you have given such liberalism in tax & other things to the IT sector, then why not to the automobile sector. despite the high cost of even a small car, still many people are buying cars. this also taking in the poor infrastructre. Suggestions:Please push for privatization of Banks, Insurance Companies, Airlines and other public sector companies. Use that money for creating 200,000 new, modern schools all over India. Strengthen Railways and Postal Departments. Modernize them and introduce professional management. Privatize the tele-communication and power sector and encourage investors to invest in these two fields. Cut down all wasteful expenditures including subsidizing religious pilgrimages like Haj and Shiv temple in China. Use that money to build more hospitals and hire more doctors and nurses. Announce population control measures like 2 Child policy. I know it all sounds strange to politicians, but do we have a choice? The only choice we have is to continue to be the most miserable country in the world, with more than half of the world's poorest of the poor living (or dying?) in India.

Suggestions:Dear Sir, I understand that Govt. of India can not do all the job alone. I'm not a great thinker, but I think we can achieve more if: 1. Each and every citizen of India is made / encouraged to act as an agent of Govt. we can achieve the results faster. For example, if people were encouraged to help the Income Tax officers, I believe we can address the black money issue. 2. We should make the public invest (like share holders) in the infrastructure development and pay them a fixed income. 3. Give more options to Provident Fund. Let the each individual manage their own money. Like the 401k plan in USA. 4. Tax breaks for donations to organisations involved in public service. Last but not least, sir, I believe if each individual donates 10gms of gold, India will be the richest country in the world. Suggestions:Respected Honorable Finance Minister, Don't you think that when the PM adds "Jai Vigyan " to earlier "Jai Jawan Jai Kisan" slogan, it would be right to provide better pay packages to scientist. I had completed PhD from a reputed insitute and for want off carrying more experiments I decided to stay back in the institute i joined as a Project Scientist. The pay which I get after deduction of IT comes to about 8500/-. Don't you think it is really shameful to give such a ridiculous low level of salary to a superspecialised skill available. If the core fundamental subjects are not supported properly I feel that many of us would be forced to give up the research aspirations in pursuit of better paying jobs which may not necessarily be useful to INDIA. and at a later stage we would be forced to buy or hire the same skill at a much larger premium. Or is it that we would like to continue our age old policy of first driving out the talent of the country and than bending back to get them back. If you restructre the tax slabs so that atleast there is some incentive for theresearch community i Guess people like me would be more than willing to pursue the carrer. With regards, Alok Sharan
