'Congress must consider why popular discontent is growing'

A day ahead of their dinner meeting with the United Progressive Alliance leadership, the Communist Party of India sought a review on Monday of its relationship with the ruling coalition.
It said the Left's attitude should be 'redefined' in terms of the government's policies and performance.
"The CPI has called for a serious review of the performance of UPA government by all Left parties in order to redefine their attitude towards it and its policies and performance," party general secretary A B Bardhan told reporters after a two-day National Executive meeting of CPI.
The Left parties and UPA partners have been invited for a dinner on Tuesday evening by Prime Minister Manmohan Singh to mark the third anniversary of his government.
Asking the UPA itself to review its performance so far in a 'frank and transparent spirit', Bardhan said the Left parties should meet after the Presidential election and do the same.
"Unless the harmful economic policies are reversed and serious efforts are made to implement the pro-people policies of the Common Minimum Programme, discontent and disillusionment among the people will grow," he said.
Describing the UPA government's performance as a 'mixed bag', Bardhan said while some 'pro-people and progressive' legislations like National Rural Employment Guarantee Act, Right to Information Act and Tribal Rights Act have been passed, their implementation has witnessed a 'total lack of consistency'.
He said though the Tribal Act to guarantee forest land rights to them had been passed last year, the rules were yet to be framed.
"Therefore, the task of implementing it has not yet commenced and elements opposed to tribal rights have started mounting pressure on the government. The right of the tribals over forest land should not be curtailed," the veteran communist leader said.
Demanding a 'mid-term course correction', Bardhan criticised the government for its 'failure' on several counts including in containing price rise, ensuring food security, strengthening public distribution system and in checking farmers' suicide.
The government had also failed to bring bills on unorganised labour, agricultural workers and women's reservation, which were 'priority areas' of the CMP, he said.
On the foreign policy front, he said the government's 'keenness' to sign the Indo-US nuclear deal 'despite provisions of the Hyde Act' reflected its 'pro-US orientation'.
