Rehabilitation of sick cotton mills and factories and a commission for water conservation also found mention in the manifesto released by All India Congress Committee general secretary Margaret Alva, Maharshtra Pradesh Congress Committee chief Prabha Rau, Chief Minister Sushilkumar Shinde, NCP leader Praful Patel and RPI leader Ramdas Athavale.
