Panel to look into Armed Forces Act

The government will soon form a panel to look into the legal, constitutional and "moral" aspects of the controversial Armed Forces Special Powers Act, a group demanding its withdrawal in Manipur said on Tuesday.

The panel, comprising parliamentarians, politicians and representatives from Manipur, will soon be formed to "review" the Act and replace it by a more "humane" one, A Lokendra, head of the Apunba Lup delegation, which called on Union Home Minister Shivraj Patil, said after the meeting.

He expressed satisfaction at their meetings with Prime Minister Manmohan Singh and Patil and said, "You cannot see it as a shifting stance or anything else since these are political terms, but one can say we had heart-to-heart dialogue and they both gave a patient hearing."

"We are all for going forward," he said but maintained that it was not possible at this stage to say whether the agitation demanding the Act's repeal would be called off.
