Deputy Speaker Sayeed will take over Balayogi's duties

Lok Sabha Deputy Speaker P M Sayeed will officiate as the Speaker for conducting the business of the House till a new Speaker is elected.

Former Lok Sabha secretary general Subhash Kashyap, speaking to rediff.com, clarified the Constitutional position on the vacuum created by the untimely death of Lok Sabha Speaker G M C Balayogi in a crash in Andhra Pradesh on Sunday morning.

Explaining the procedure Kashyap said that the House would be adjourned on Monday after paying tributes to Balayogi.

Acknowledging that Balayogi was a 'popular Speaker whose life was tragically snuffed out at its prime', Kashyap contended that the election for a new incumbent would duly be held.

He foresaw 'no problems' in the election of a new Speaker and underscored that former speakers Purno A Sangma and Shivraj Patil were elected to the post after due consensus among various political parties.

Emphasising his point Kashyap referred to article 95 of the Constitution which states: "While the office of the Speaker is vacant, the duties of the office shall be performed by the deputy speaker, or, if the office of the deputy speaker is also vacant, by such member of the House of the people as the President may appoint for the purpose."
