Assembly, court on a collision course in Manipur

The stage seems set for a showdown between the legislature and the judiciary as the Manipur assembly on Tuesday directed Chief Minister Okram Ibobi Singh not to appear before the Imphal bench of the Guwahati high court, which is to hear on Wednesday a contempt case filed by G Athou.

O Joy Singh of the opposition Manipur People's Party moved a privilege motion in the house against Justice N Surjamani Singh for directing the chief minister to appear before him at 1030 IST on Wednesday.

Moving the privilege motion, Joy Singh said the court could not summon a member of a legislature when it was in session and Justice Surjamani Singh's order amounted to contempt of the privilege of the members of the house.

Deputy Speaker L Lala Singh ruled that the motion had been referred to the privileges committee of the assembly.

Justice Surjamani Singh had directed Principal Secretary C Raikhan Chhiber and Director of Health Dr Chandramani Singh to be present in court along with the chief minister.

Athou, who hails from West Imphal district, filed the contempt petition after the death of his mother, who was a sweeper at the RIMS Hospital in the state capital.
