Cabinet agrees to dissolve Manipur assembly

The Union Cabinet on Tuesday accepted the recommendation of Manipur Governor Ved Marwah for dissolution of the state assembly.

The Cabinet decided to recommend the dissolution of the House to the President under Article 174 (2B) of the Constitution, Arun Jaitly said after the meeting.

Jaitly said Article 174 (2B) gave the governor certain powers and clarified that the dissolution was not being recommended under Article 356.

Manipur was placed under President's Rule on June 2 and the assembly was kept under suspended animation after serious differences cropped up on the leadership issue among the coalition partners.

The state had plunged into a major political crisis when the Samata Party-led People's Front ministry was defeated on the floor of the assembly with almost all MLAs of its ally Bharatiya Janata Party voting against the then chief minister Radhabinod Koijam.

After losing the trust vote, Samata Party insisted that its government should be reinstated with BJP support or else President's Rule be imposed.

As these developments were taking place, Speaker S Dhananjoy Singh staked claim to form an alternative government by submitting a list of supporters, which he subsequently withdrew in view of the BJP deciding not to have anything to do with the government formation.

The governor then sent his report to the Centre and subsequently the state was placed under President's Rule, which was later approved by Parliament during its just-concluded monsoon session.
