Congress legislature party chief Shiela Dikshit is to be sworn in as the new chief minister of Delhi tomorrow. Raj Niwas sources last night said that Dikshit will be administered the oath of office and secrecy by Lieutenant Governor Vijai Kapoor on Thursday.

Other members of the council of ministers are also expected to be sworn in along with Dikshit on the same day, the sources said.

According to Raj Niwas and Delhi Pradesh Congress Committee sources, the lieutenant governor was informed about Dikshit's election as CLP chief last evening. The Raj Niwas today forwarded the warrant of appointment to Rashtrapati Bhavan for President K R Narayanan's assent.

Meanwhile, serious consultations have started among the party leaders on the formation of the council of ministers, which, by law, is limited to seven members, including the chief minister.

According to sources, some senior local leaders, including former DPCC chief Deep Chand Bandhu, also called on Congress president Sonia Gandhi last evening.
