BJP turns UP bureaucracy upside down

Yogendra Narayan and K L Gupta have been appointed chief secretary and director general of police in Uttar Pradesh, respectively.

Narayan replaces R S Mathur, who is taking over as secretary in the food department at the Centre.

Gupta, who took over on Thursday morning, replaces Sriram Arun who has been posted as the director general of police (prosecution).

Narayan, a 1965 batch IAS officer of the UP cadre, was the secretary, surface transport, at the Centre. Earlier, he had served as principal secretary to both the governor and chief minister.

Gupta, too, is a 1965 batch officer of the UP. The IPS official was the director general of the government railway police.

The state government also transferred 16 senior IPS officers -- an additional director general, three inspectors general, a deputy inspector general and five superintendents of police, including the Lucknow police chief.

Y K Misra, the ADG prosecution, was transferred to railways while S C Chaubey, the ADG intelligence, will be the ADG technical services, replacing K K Bansal who goes to the personnel department in the same capacity.

Himansu Kumar, on his return from the Centre, will be the ADG intelligence.

Ajay Raj Sharma, ADG PAC, becomes ADG law and order, while Gyaneshwar Jha, principal at the B R Ambedkar police academy, goes to PAC as ADG.

Vijay Shankar, who was awaiting posting, will be the new ADG police headquarters, Allahabad, replacing Radhey Shyam, who moves to PTC, Sitapur.

R M Shukla, ADG law and order, has been posted as ADG human rights, replacing J P Rai, who goes to fire services in the same capacity. Jangi Singh from the fire service now goes to the special inquiry cell on the same post.

R K Pandit, ADG, Indo Nepal border, has been transferred to Moradabad as the principal of B R Ambedkar police academy.

A Kurien, on his return from the Centre, will be the ADG telecommunications while P D Raturi, ADG special inquiry, will go to the Indo Nepal border as ADG.

Hakim Singh, ADG telecommunications, moves to housing as ADG; Mahendra Lalka, ADG security, has been asked to await his next posting.

O P S Mallik, IG housing and welfare, will now be the IG zone of Varanasi, replacing Karamveer Singh, who goes to Lucknow as IG zone.

Vikram Srivastava, IG zone Lucknow, has been posted as the IG security.

Kashmir Singh, DIG, PAC Lucknow, will take charge as DIG Indo-Nepal border, Pilibhit.

O P Singh, AIG training, will be the new district police chief of Lucknow, replacing Arun Kumar, who has been attached to the DGP's office till further orders.

Sanjay Tarde, SP Mau, will be the new district police chief of Jhansi, replacing Aditya Misra who has been attached to the DGP's office.

K N D Dwivedi, commandant 35 battallion PAC, Lucknow will be the district police chief of Faizabad.
