Telecom: Full unification paper by Feb-end

Telecom Regulatory Authority of India is expected to issue the final consultation paper on full unification of telecom services before the end of February.

The final consultation paper on unification of various telecom services would come out this month, sources said.

The regulator had issued a preliminary consultation paper on total Unified Licensing Regime covering all communication services including long distance (both STD and ISD), and satellite services, in November, and sought written comments from all stakeholders in the telecom industry for preparing the final paper.

The preliminary consultation paper, which was issued close on the heels of government implementing Unified Access Services Licence for basic and cellular services, considered issues like ambit and type of unified licensing, services area, entry fee and licence fee.

Other issues raised included registration charges, roll out obligation, business case of existing service providers especially stand-alone operators, interconnection and numbering.
